What is Stewards in Formula 1?
The panel of officials at each Grand Prix that judges incidents and applies penalties, from time penalties to disqualification. 'Under investigation' on the timing screen means the stewards are reviewing an incident.
Example: The stewards handed him five seconds for forcing his rival off at Turn 9.
