What is Lock-up in Formula 1?

When a wheel stops rotating under hard braking and skids, producing a puff of white smoke and often a flat spot — a worn patch on the tyre that causes vibration for the rest of the stint.

Example: The lock-up into the hairpin flat-spotted his mediums and forced an early stop.
