What is Passive play in Handball?

The rule against keeping possession without genuinely attacking. Referees raise an arm as a forewarning, after which the attacking team has a limited number of passes to shoot or lose the ball.

Example: Leading by one with a minute left, the attack saw the raised arm and had to force a shot.
